Was it Charterhouse School? The Bluecoat boy wears the uniform of Christ’s Hospital which is in Horsham now( previously in Hertford). The connection with the City of London is very strong though. Christ’s Hospital was founded by King Edward the Sixth in 1553. The uniform is still worn by the pupils today
